This Conference is concerned by the number of members who are being placed on half pay, and then no pay, during periods of prolonged sickness absence.
Conference instructs the Executive Council to carry out a national study of the number of members in each Fire and Rescue Authority who are currently on either half pay or no pay, while on sickness absence.
Following this national study an assessment should be made of the number of Authorities who are failing to use discretion before reducing the pay of staff.
The result of the study should form the basis of a best practice guidance note for Officials to refer to when lodging appeals against any pay reductions for our members. This guidance should be produced within 6 months of Conference ending. This issue should then be raised with the Employers at the NJC.
