This Conference acknowledges the changes in the promotion procedure, with the abolition of the examination system and practical assessment to the introduction of the ITOP and ADC system. However, Conference believes that these systems are fundamentally flawed with no consistency of application or practical assessment of potential and are surrounded in secrecy. All this has a potentially detrimental effect on the health and safety of our members. This Conference demands that the Executive Council set up a Working Group to look at the new systems of advancement throughout the country and report back to Conference 2008 with recommendations to take forward to our employers.
