Communications on the incident ground

This Conference notes the outcomes of the investigation into the Balmoral Bar incident.
The lessons identifi ed from this incident include a need to renew the emphasis on the resourcing
of an appropriate command, control and communications infrastructure at incidents.
The recommendation from this was to ensure that the communications infrastructure on the
incident ground is fi t for purpose which was further explained as:

‘Effective communications throughout the incident ground is fundamental to ensuring that
effective decision making can be delivered and risk critical information shared.’

Therefore this Conference instructs the Executive Council to campaign for all breathing
apparatus sets within the UK Fire and Rescue Service to be fi tted with reliable and effective
in-built facemask communications.
