Aerial appliance attendance times

This Conference recognises that aerial appliances are lifesaving appliances and play an essential
safety role at many incidents, often forming a key element of safe operating procedures. In many
Services either aerial appliances have been reduced or staffi ng arrangements have changed to
jump crewing, for example.

Often, due to cuts, managers suggest that there is no requirement for aerial appliances to be
primary crewed. As a result, this has a detrimental impact on attendance times and consequently
the risk to fi refi ghters, the public and property.

This Conference instructs the national Fire Brigades Union Health and Safety Committee to
produce a guidance document to be used to counter the downgrading of aerial appliance
availability and mobilisation.

This can be used to challenge Integrated Risk Management Plans relating to the mobilisation
of aerial appliances with a formula for calculating minimum national standards based on
population, industrial risk and number of high rise buildings.
If there are case studies to provide an evidence based approach, they should be included. This
work should be concluded within 1 year.
