Secondary contacts

This Conference is alarmed at the rising number of Fire and Rescue Services
throughout the UK who have introduced or who are attempting to introduce
secondary contracts for Firefighters, Emergency Fire Control Staff and Officers. These
secondary contracts are being used to cover shortfalls in staffing, detrimental to
raising union membership and often fall outside the remit of Grey Book terms and
conditions.

Therefore this Conference instructs the Executive Council to:
 Conduct a survey to find out which Fire and Rescue Services in the UK have
introduced or are attempting to introduce secondary contracts, to what
extent secondary contracts are being used and whether these contracts
conform to Grey Book terms and conditions.

Where it is identified that secondary contracts are in contravention to Grey
Book terms and conditions, identify a means to challenge their use.

Advise all FBU members via a circular and other media to the ramifications
that working secondary contracts has and in particular to working a contract
which is out with Grey Book terms and conditions.
This work to be completed by June 2014.
