Primary rescue service

Conference recognises the public expectation of the Fire & Rescue Service as the
“can do” primary rescue service for emergency incidents related to rescue.
Conference recognises that the appropriate training, resources, funding, remuneration
and safe systems of work need to be provided by our employers and the UK
government and devolved administrations to fully meet this public expectation and to
permit the UK Fire & Rescue Service to become the world class primary rescue
service our communities expect and deserve.

Conference therefore instructs the Executive Council (EC) to identify the range of
emergency rescue functions in addition to core functions currently being carried out
within the UK Fire & Rescue Service. Conference further instructs the EC to consider
any additional functions that may also be required to support the development of the
UK Fire & Rescue Service as the primary rescue service and to set up a working
group to produce an EC policy statement outlining:

•  Any required and/or recommended legislative changes.
•  Any required adaptations to the agreed role maps.
•  Any potential for encroaching on the work activities of other trade union members involved in the provision of rescues.
•  Recommended PPE, training and qualifications requirements for each identified and any new recommended specialist skills required to perform additional functions as appropriate.
•  The impact of any new recommended additional functions (if any) on existing FBU policies.
•  Consideration of Funding/Resource requirements of introducing any additional recommended functions or recommending the appropriate development of existing functions.
•  To also consider and recommend where the UK Fire and Rescue Service may be best placed to act as the coordinating service rather than the primary rescue service for specialist rescues for any existing or additional functions.
•  Appropriate remuneration for each of the range of additional specialist skills currently performed and any further additional specialist skills required to perform additional functions.

This EC policy statement to be submitted for the consideration of Brigade Committees
within 12 months.
