HERTS FBU MEMBERS TO BE BALLOTED OVER CUTS

Hertfordshire fire crews are to hold an industrial action ballot over plans to cut emergency response firefighter posts and close fire stations. Many of the cuts will fall on the stations which were the first to respond to the Buncefield fire.

There will be cuts at nights and weekends, fewer rescue appliances, fewer firefighters on fire engines and a longer wait for crews to arrive to 999 calls. Up to 50 frontline firefighter posts would go, Radlett and Bovingdon stations would close and Watford and Royston stations would be downgraded.

Stevenage, Hemel Hempstead and St Albans would lose a total of 12 frontline firefighter posts and 3 command and control officer posts would also go. The ballot move follows a meeting of representatives from fire stations across the County. They decided unanimously to start the legal process of balloting for industrial action.

The union has given the fire authority seven days notice of its intention to ballot. A result is anticipated before the end of April with at least a further 7 days from date of notifying them of the result to the start of any action.

Hertfordshire FBU vice-chair Tony Smith said: “No one wants to take any form of industrial action but fire crews will not stand back and watch our service being torn apart. Feelings are running very high with most of us shocked and angered at the decision by councillors to push forward with these cuts.

Councillors chasing savings worth a bag of peanuts per head


“This is about old fashioned budget cuts to save the equivalent of the cost of a 50p bag of peanuts for everyone in the County. To increase risk to save peanuts does not make any sense to us or to the public who speak to us.

“We live and work in the communities we serve and we know better than budget cutting councillors what these savage cuts will mean. There would be fewer frontline firefighters responding more slowly to 999 calls with less rescue equipment available.

“The cuts would make the public less safe and fire crews less safe. We do not want to take this action and we would seriously urge councillors to think again.”


We are less free than 100 years ago!

Today, trade union freedom to call industrial action is less than it was 100 years ago, despite such freedoms being enshrined in international law for the last 50 years.

The UK’s Joint Committee on Human Rights agreed in November 2004 that UK laws on the right to strike are failing to meet our international obligations and the Committee called on the government to “review the laws” in light of those criticisms.

Trade union rights firmly on political agenda

Calls for a Trade Union Freedom Bill are now firmly on the political agenda and are cascading through the structures of the trade union movement.

Trade unions and the TUC have discussed and agreed the main principles of the Bill and the Bill is to be the main clarion call for this year’s national and regional May Day events.

For trade unionists, this Bill is about giving them the tools, when required, to ensure their members receive fairness at work.

So what will the Trade Union Freedom Bill contain? There are 5 basic principles:

• Better protection for striking workers

• Simpler and fairer industrial action balloting and notice procedures

• Restricted use of injunctions by employers

• Allowing solidarity action in certain circumstances

• Preventing the use of replacement labour during strikes

Control Campaign

Fire minister Jim Fitzpatrick has announced that the Firelink contract has been let to O2 Airwave Ltd.

The move, he says, followed “a detailed evaluation” of the bids from EADS Defence and Security Systems Ltd and O2 Airwave Ltd and it contracts ODPM to rolling-out the Firelink system in England only – roll-out in Scotland and Wales is subject to decisions by Ministers in the Scottish Executive and the National Assembly for Wales.

Mr Fitzpatrick claims that “Firelink brings fire and rescue service wide area radio communications into the 21st century with the levels of resilience and interoperability that these challenging times require, whilst ensuring the British taxpayer gets the best possible value for money.

“Firelink will provide the service with a secure, highly resilient and flexible system supporting both voice and data communications and enable improved interoperability between fire and rescue services and other emergency services.”

It is in fact FireLink which will provide many of the benefits claimed for the FireControl Project, including re-establishing a degree of interoperability with the other 999 services also this will be more limited than the ODPM implies. The England-only £350 million contract is only for 10 years and only for core services. The need for better fire ground communications was one of the key issues identified after 9/11. These are excluded from both the FireLink and FireControl Project.

The Union’s campaign against proposed regionalisation of controls is moving into a critical stage. It is expected that the Select Committee inquiry into a number of aspects of Fire Service work including regional controls, will report sometime in May, most likely following local elections.

Stop schools going up in flames

More than five schools go up in flames every day on average in the UK. An early day motion (EDM), recently tabled by Celia Barlow MP, a member of the FBU Parliamentary Support Group, notes that “more than 2,000 schools are damaged by fire each year at an estimated cost of £100 million to local education authorities” and “calls upon the Government to broaden its recommendations to make the installation of sprinklers in all new build and major refurbishments of maintained schools mandatory.”
